የምሥራቅ አፍሪካ የልማት በይነ መንግሥታት ድርጅት (ኢጋድ) በኢትዮጵያ እና ሶማሊያ መካከል ያለውን ውጥረት ለማርገብ ሐሙስ ጥር 9/2016 ስብሰባ ጠርቷል።
በኡጋንዳ መዲና ካምፓላ በሚካሄደው ስብሰባ ላይ ኢትዮጵያ እንደማትገኝ ተነግሯ።
ይህ የኢትዮጵያ መንግሥት ውሳኔ ከሶማሊያ ጋር ያላትን ውጥረት የበለጠ ያባብሰዋል የሚል ስጋት አለ።
የኢጋድ አባል አገራት መሪዎች፤ ኢትዮጵያ እና ነፃ አገር መሆኗን ያወጀችው ሶማሊላንድ ስለገቡት ስምምነት እና በሱዳን ስላለው የእርስ በርስ ጦርነት ለመምከር ነው ካምፓላ ላይ የተሰበሰቡት።
ታኅሣሥ 22/2016 ዓ.ም. በተፈረመው የመግባቢያ ሰነድ መሠረት ሶማሊላንድ በኤደን ባሕረ-ሰላጤ 20 ኪሎ ሜትር ርዝመት ያለው የባሕር በር ኢትዮጵያ ለንግድ እና ለወታደራዊ አገልግሎት እንድትጠቀምበት በኪራይ ልትሰጥ ተስማምታለች።
ኢትዮጵያ ደግሞ ለሶማሊላንድ ዕውቅና በመስጠት የመጀመሪያዋ አገር ትሆናለች። አልፎም ከሶማሊያ ነፃነቷን በአውሮፓውያኑ 1991 ያወጀችው ሶማሊላንድ ከኢትዮቴሌኮም አሊያም ከኢትዮጵያ አየር መንገድ የባለቤትነት ድርሻ ታገኛለች።
እርግጥ ነው ኢትዮጵያ ለሶማሊላንድ ዕውቅና ትሰጣለች ወይ? የቴሌኮም ወይም የአየር መንገዱ ድርሻ ጉዳይስ? የሚሉት ጥያቄዎች እስካሁን ምላሽ አላገኙም።
ስምምነቱን “የትንኮሳ ተግባር ነው” ያለችው ሶማሊያ ሰነዱ በተፈረመ በነጋው ነው አምባሳደሯን ከአዲስ አበባ የጠራችው።
ከዚህ በኋላ በአፍሪካ ቀንድ ያለው ውጥረት እየተካረረ እንጂ እየረገበ አልመጣም።
የሶማሊያው ፕሬዝዳንት ሐሰን ሼኽ ማሐሙድ ኢትዮጵያን “ጠላት” ብለው የገለጿት ሲሆን፣ የኢትዮጵያ መንግሥት ደግሞ ሰነዱን “ተግባራዊ ለማድረግ” ቃል ገብቷል።
ሶማሊያ ያስቆጣት ኢትዮጵያ ያለፌዴራል መንግሥቱ ፈቃድ የውሃ ክልሏን ልትጠቀም መወሰኗ ብቻ ሳይሆን ለሶማሊላንድ ዕውቅና መስጠት የሚለው ሐሳብ ነው።
What are the implications of the tension between Ethiopia and Somalia for East Africa?
The Inter-Governmental Organization for East African Development (IGAD) has called a meeting on Thursday, January 9, 2016 to ease the tension between Ethiopia and Somalia.

December 22/2016 According to the signed memorandum of understanding, Somaliland agreed to lease a 20-kilometer sea gate in the Gulf of Aden to Ethiopia for commercial and military use.
Ethiopia will be the first country to recognize Somaliland. In addition, Somaliland, which declared its independence from Somalia in 1991, will get ownership shares from Ethiocom or Ethiopian Airlines.
Of course, will Ethiopia recognize Somaliland? What about telecom or airline shares? Their questions have not yet been answered.
Somalia called the agreement “an act of harassment” and recalled its ambassador from Addis Ababa the day after the document was signed.
After this, the tension in the Horn of Africa is increasing, not decreasing.
Somali President Hassan Sheikh Mahmoud has described Ethiopia as an “enemy”, and the Ethiopian government has promised to “implement” the document.
What angered Somalia was not only Ethiopia’s decision to use its waters without the consent of the federal government, but also the idea of recognizing Somaliland.
