የኢትዮጵያ መንግሥት ከሶማሊያ ጋር ጦርነት ውስጥ የመግባት ፍላጎት እንደሌለው ጠቅላይ ሚኒስትር ዐቢይ አህመድ ገለጹ።

ጠቅላይ ሚኒስትር ዐቢይ ይህንን ያሉት ዛሬ ማክሰኞ ጥር 28/2016 ዓ.ም ከሕዝብ ተወካዮች ምክር ቤት አባላት በቀረበላቸው ጥያቄ ምላሽ እና ማብራሪያ በሰጡበት ወቅት ነው።

ጠቅላይ ሚኒስትሩ በዛሬው ውሏቸው ከሶማሊላንድ ፕሬዚዳንት ሙሴ ቤሂ ጋር ከአንድ ወር በፊት የተፈራረሙት የባሕር በር ለማግኘት የሚያስችል የመግባቢያ ስምምነት ላይ የሚነሱ ጥያቄዎችን በተመለከተ ማብራሪያ ሰጥተዋል።

ኢትዮጵያ እራሷን እንደ ነጻ አገር ካወጀችው እና በዓለም አቀፍ ደረጃ ተቀባይነት ካላገኘችው ሶማሊላንድ ጋር 20 ኪሎ ሜትር የሚሸፍን የባሕር ጠረፍ ለማግኘት የፈረመችው የመግባቢያ ሰነድ ሶማሊያን በእጅጉ አስቆጥቶ በቀጠናው ከፍተኛ ውጥረትን ያስከተለ ሆኗል።

ይህ ከሆነ ከ36 ቀናት በኋላ ለተወካዮች ምክር ቤት ገለጻ ያደረጉት ጠቅላይ ሚኒስትር ዐቢይ አገራቸው ከሶማሊያ ጋር የመዋጋት ፍላጎት እንደሌላት ተናግረው፤ በስም ያልጠቀሷቸው “ኃይሎች” ኢትዮጵያን ከሶማሊያ ጋር ለማጋጨት እየሰሩ ነው ሲሉ ከሰዋል።

“የሶማሊያ መንግሥት ከኢትዮጵያ ጋር የመጋጨት ፍላጎት ያለው አይመስለኝም – ስገምት። ግን ፍላጎት ያላቸው ኃይሎች ሶማሊያን በእጅ አዙር መጠቀም ይፈልጋሉ። ለዚያ ደሞ’ እኛ አንመችም። ምንም አይነት የከፋ ነገር ለመናገርም፣ ለማደረግም ዝግጁ አይደለንም” ብለዋል።

አክለውም “ [ይህንን] የሚመኙ ኃይሎች ለአንዳንድ ዲያስፖራ ወንድሞቻችን ሚዲያ እንደከፈቱ ሁሉ ለአንዳንድ ሶማሌ ወንድሞቻችን የተወሰነ ነገር ሊያደርጉላቸው ይችላሉ፤ ሊያዋጉን ግን አይችሉም። ቢያንስ በእኛ በኩል አንዋጋም” ብለዋል።

ጠቅላይ ሚኒስትሩ መንግሥታቸው ለሶማሊያ ሰላም እና አንድነት በመሥራት የሚወዳደረው አካልም እንደሌለም ጠቅሰዋል።

“ለሶማሊያ አንድነት እንደዚህ መንግሥት የሠራ የለም። ሶማሊላንድ እና ሶማሊያን ለማገናኘት ጥረት አድርገናል። ነገም ሶማሊያ እና ሶማሊላንድ ቢስማሙ የመጀመሪያ ተደሳች አገር ኢትዮጵያ ነች” ብለዋል።

ጠቅላይ ሚኒስትሩ “ከማንም መቀማት አንፈልግም። የማንንም ሉዓላዊነት መንካት አንፈልግም” በማለትም የመንግሥታቸውን አቋም አንጸባርቀዋል።

ሆኖም ኢትዮጵያ ለሶማሊላንድ የአገርነት እውቅና ስለመስጠት እና ስለቀጣዩ እርምጃ ምንም አይነት አስተያየት አልሰጡም።

ጠቅላይ ሚኒስትሩ በዚሁ ማብራሪያ አገራቸው “ከወራሪ” ይልቅ “የሰፈር ጎረምሳ” እንዳስቸገራት አንስተው የውጪ ኃይልን ለመመከት የሚያስችል በቂ አቅም እንዳላት ተናግረዋል።

“ኢትዮጵያ ማንም ወርራ አታውቅም፣ [ሌላ አገር] ወርሯት ደግሞ አሸንፏት አያውቅም። ሦስት አይደለም አስር ቢደመር ኢትዮጵያን ማሸነፍ አይችልም። እኛ አንዋጋም። አንፈልግም። ወደዚህ ከመጣ ደግሞ አይችልም። በቂ የሆነ አቅም አለን . . . ወደማንም አንሄድም፣ ማንም ከመጣብን ግን ራሳችንን እንከላከላለን። በሱ ስጋት አይደርባችሁ” ብለዋል።

ጠቅላይ ሚኒስትሩ ከሶማሌላንድ ከተፈራረሙት የባሕር በር ስምምነት በተጨማሪ ጨምሮ አገሪቷን እየናጧት እያሉ ግጭቶች እንዲሁም ድርቅ እና የኑሮ ውድነት እና የአገር ሀብት ምዝበራን አስመልክቶ ምላሾችን ሰጥተዋል።

Prime Minister Abiy Ahmed stated that the Ethiopian government has no intention of entering into a war with Somalia.

Prime Minister Abiy said this today, Tuesday, January 28/2016, when he responded and explained the questions raised by the members of the House of Representatives.

In today’s meeting, the Prime Minister gave an explanation regarding the questions raised on the memorandum of understanding signed with Somaliland President Moses Behi a month ago to access the sea gate.

The memorandum of understanding that Ethiopia signed with Somaliland, which has declared itself as an independent country and is not recognized at the international level, to obtain a 20-kilometer coastline has greatly angered Somalia and caused great tension in the region.

36 days after this, the Prime Minister, who gave a presentation to the House of Representatives, said that his country had no intention of fighting with Somalia. They accused unnamed “powers” of working to bring Ethiopia into conflict with Somalia.

“I don’t think the Somali government wants to clash with Ethiopia – I guess.” But interested powers want to use Somalia as an arm’s length. We are not suitable for that. “We are not ready to say or do anything worse,” he said.

He added, “The forces that desire [this] can do something for some of our Somali brothers just as they opened the media for some of our diaspora brothers; But they cannot fight us. At least we won’t fight on our side.”

The Prime Minister mentioned that his government does not have any competition for peace and unity in Somalia.

“No government has worked for the unity of Somalia like this. We have tried to connect Somaliland and Somalia. If Somalia and Somaliland agree tomorrow, Ethiopia will be the first country to be happy,” he said.

The Prime Minister said, “We don’t want to take from anyone. We do not want to touch anyone’s sovereignty” and reflected the position of their government.

However, Ethiopia did not comment on the recognition of Somaliland’s citizenship and the next step.

In the same explanation, the Prime Minister pointed out that his country was troubled by a “neighborhood teenager” rather than an “invader” and said that it has sufficient capacity to resist foreign forces.

“Ethiopia has never been invaded by anyone, [another country] has never invaded and conquered it. Not three but ten can’t beat Ethiopia. We don’t fight. We don’t want to. And if he comes here, he can’t. We have enough capacity. . . We will not go to anyone, but if anyone comes to us, we will defend ourselves. Don’t worry about it.”

In addition to the sea gate agreement signed with Somaliland, the Prime Minister also responded to the conflicts that are rocking the country, as well as the drought and the high cost of living and the embezzlement of the country’s resources.
