የሶማሊያው ፕሬዝዳንት ሐሰን ሼኽ ሞሐሙድ የኢትዮጵያ የፀጥታ ኃይሎች የአፍሪካ ኅብረት የመሪዎች ጉባኤ ወደሚካሄድበት ስፍራ “እንዳልገባ ለመከልከል ሞክረዋል” በማለት ያቀረቡትን ክስ የኢትዮጵያ መንግሥት አስተባበለ።

ዛሬ ቅዳሜ የካቲት 11/2016 ዓ.ም. በተጀመረው የአህጉሪቱ የመሪዎች ጉባኤ ላይ ለመገኘት ትናንት አርብ አዲስ አበባ የገቡት የሶማሊያው ፕሬዝዳንት፣ የፀጥታ ኃይሎች ተፈጸመብኝ ባሉት ክልከላ ኢትዮጵያን የኅብረቱ ጉባኤ “ባለማክበር” ከሰዋል።

የኢትዮጵያ መንግሥት ለቀረበበት ክስ በሰጠው ምላሽ፣ ለአፍሪካ ኅብረት ጉባኤ ለሚመጡ የአገራት እና የመንግሥታት መሪዎች እንደሚደረገው ሁሉ ለሶማሊያው ፕሬዝዳንትም በሙሉ ክብር ደማቅ አቀባበል እንደተደረጋለቸው ጠቅሶ፣ በሶማሊያ ልዑክ በኩል ከተለመደው አሠራር የወጣ ሁኔታ መከሰቱን አመልክቷል።

ፕሬዝዳንት ሐሰን ሼኽ ሞሐሙድ እንዳሉት የመሪዎች ጉባኤ ወደ ሚካሄድበት ስፍራ እንዳይገቡ በኢትዮጵያ የፀጥታ ኃይሎች ክልከላ ለማድረግ ቢሞክሩም ኋላ ላይ ግን በስብሰባው ለመሳተፍ መቻላቸውን ተናግረዋል።

ፕሬዝዳንቱ ለጋዜጠኞች እንደገለጹት ዛሬ ጠዋት በዝግ በሚካሄደው የኅብረቱ ስብሰባ ላይ ለመገኘት ካረፉበት ሆቴል ለመውጣት በሞከሩበት ጊዜ “ኢትዮጵያ የፀጥታ ኃይሎች መንገድ ዘግተው ከሆቴሉ እንዳልወጣ አድርገዋል” በማለት ከሰዋል።

ነገር ግን በሌላ አገር ፕሬዝዳንት መኪና ከሆቴሉ ወጥተው ወደ ስብሰባው ቦታ መድረስ ቢችሉም “ጠመንጃ የታጠቁ ወታደሮች ከፊታችን ሆነው ወደ ኅብረቱ ጊቢ እንዳንገባ አግደውን ነበር” ብለዋል።

እንደ አስተናጋጅ አገር በቆይታቸው ለእንግዶቹ ደኅንነት ኃላፊነት እንዳለበት የገለጸው የኢትዮጵያ መንግሥት፣ የሶማሊያ ልዑካን በመንግሥት የተመደቡላቸውን የፀጥታ ሠራተኞች አንቀበልም ከማለታቸው በላይ፣ ጠባቂዎቻቸውም የጦር መሳሪያ ታጥቀው ወደ አፍሪካ ኅብረት ለመግባት ሲሞክሩ በኅብረቱ የፀጥታ አካላት መከልከላቸውን ገልጿል።

በዚህም የኢትዮጵያ መንግሥት የፕሬዝዳንቱን እና የልዑካኑን ደኅንነት ከመጠበቅ ባሻገር በስብሰባው ላይ እንዳይገኙ እንዳላደናቀፈ እንዲሁም ወደ ኅብረቱ ቅጥር ጊዜ እንዳይገቡ እንዳልከለከለ አሳውቋል።

ይህንን ክስተት በተመለከተ የሶማሊያ የውጭ ጉዳይ ሚኒስቴር ቅዳሜ ከሰዓት በኋላ ባወጣው መግለጫ “የኢትዮጵያ መንግሥት የሶማሊያ ፕሬዝዳንት ልዑካን ቡድን በአፍሪካ ኅብረት ጉባኤ ላይ እንዳይሳተፍ ለማደናቀፍ ያደረገውን ሙከራን አጥብቆ እንደሚያወግዝ” ገልጿል።

ድርጊቱ የዲፕሎማሲ እና ዓለም አቀፍ ደንብን የሚጥቀስ ከመሆኑ በላይ፣ የአፍሪካ ኅብረትን የቆየ ባህል የሚቃረን በመሆኑ ኅብረቱ ጉዳዩን በገለልተኛነት እንዲመረምር ጥሪ አቅርቧል።

The Ethiopian government denied the allegations made by Somali President Hassan Sheikh Mohamud that the Ethiopian security forces “tried to prevent him from entering the venue of the African Union summit”.

Today is Saturday, February 11/2016. The president of Somalia, who arrived in Addis Ababa yesterday to attend the summit of the continent, accused Ethiopia of “disrespecting” the union’s summit with the security forces.

In his response to the accusation brought against him by the Ethiopian government, he mentioned that the president of Somalia was given a warm welcome just like the leaders of countries and governments coming to the African Union Summit, and pointed out that there was an unusual situation on the part of the Somali delegation.

President Hassan Sheikh Mohamud said that although the security forces in Ethiopia tried to prevent them from entering the place where the summit is being held, they were later able to participate in the meeting.

The president told reporters that when he tried to leave the hotel where he was staying to attend the closed-door meeting of the union this morning, he accused the Ethiopian security forces of blocking the road and preventing him from leaving the hotel.

However, the president of another country said that although he was able to leave the hotel and reach the meeting place by car, “armed soldiers stood in front of us and prevented us from entering the union compound.”

The government of Ethiopia, which stated that it is responsible for the security of its guests during their stay as a host country, not only did the Somali delegation not accept the security personnel assigned by the government, but their guards were also armed with weapons when they tried to enter the African Union.

In addition to protecting the safety of the President and his delegation, the Ethiopian government has informed that it has not prevented them from attending the meeting and has not prevented them from entering the union’s employment period.

Regarding this incident, the Ministry of Foreign Affairs of Somalia, in a statement issued on Saturday afternoon, stated that it “strongly condemns the Ethiopian government’s attempt to prevent the Somali President’s delegation from participating in the African Union Summit.”

The act is not only a reference to diplomacy and international rules, but also goes against the old tradition of the African Union, so the union has called for an independent investigation into the matter.
